No, you can do it with Tech2 emulator and Windows with the VXdiag.
If you have any J2534 pass through device you can also buy tech2 emulator online for like 10 bucks or so IIRC.
But VXdiag is not too bad of an option. I used it plenty for its price.

Typically, no. It's disabled for police use for obvious reasons.
I believe with BCM programming it may be possible, but I don't believe it's an option out the gate.

I found out that my front suspension problem is due to loose/busted front control arm bushings. I believe I installed them improper. I'll have to get new ones. Other than that she drives like a beauty.

Try the Royal Purple ice super coolant. My coolant temp never went over 186F in the summer with 1.5 bottles added. Always worked for me, but in WI resulted in longer warm-ups in winter.

AFAIK no one has done aftermarket remote start. But it is possible to do it yourself like I did for 500 or less. When Chris White programs it, it does add a passive alarm system as well.

Do a search on the VXdiag, you can program some functions using ACdelco TIS programming system, and can program the auto/non auto headlights, and the dome lamp function when doors open or inoperative as it comes stock but that's it. And update some modules. I used the VXdiag to program my immobilize...

Like the code reads, I would check camshaft and crankshaft sensors. Those symptoms can be presented when either one is failing or bad signal.
