I have the same camaro rim with lowering king springs. I rolled the fender and ground down the fender/bumper cover screw flange.

The fender is double walled and difficult to bend. The flange is probably cutting the tire shoulder.

King Springs FRONT KHFL-151 and REAR KHRL-152 with Monroe GT Sport shorten struts and shocks.
