Looks like prior agency may of had a type of push bumper on car, they patched a hole on either side of bumper about the size of a nickle. My question can a good body shop repair that so it is not noticeable or will the whole front bumper need replacing.

THey can repair them and make them look as good as new. They do them all the time. Have your plate holes filled also while they are at it. Clean stuff up!
