Yet another DOD/AFM delete question...
Okay, I sorted through the 937 1/2 threads and posts regarding DOD/AFM delete and didn't see this answered. If it is in here somewhere and I missed it, feel free to bust my balls.
Can the DOD/AFM be shut off, disabled, whatever in engineering mode and/or using the GM tech II tool? I'm planning on doing full delete (with new cam, etc.) at some point, but that won't be for a while yet.

Yes DOD can be disabled. I can't speak to Tech II tool but if I were a betting man, I would say yes. Don't expect a GM dealer to do it but maybe a 3rd party shop. It can also be turned off with one click from HPTuners.

Yes, my backyard mechanic has the Tech II. I wanted to make sure before I bug him. Trying to do this the cheapest way possible for now.

I have a Tech 2 and I can tell you that NO, it can't disable it. Simple reason being that GM would never allow anyone, even one of their own dealers, to disable any part of the emissions system. Period. Only way is through a third party tune.

a tech 2 from what i remember can turn it on and off , but only for testing purposes
HPT or EFI and the like are the only ones that can do it permanently

I don’t know if this is a viable solution to what you are looking for, but I installed the Range Technology AFM disabler on our 2012 PPV with the L77 engine. A little spendy new ($199 MSRP) but I got mine on Craigslist used for $100. Typically I see them used there for $125.
Works great. Money well spent (at least so far). Plugs in OBD port, couldn’t be easier. Although some users report battery drain if car sits unused for a few days. Seems to be random among users and a known infrequent issue. I don’t know if I have this issue yet, just installed it yesterday. On their website it does not list the Caprice on the list of compatible cars... but it does say works with all GM 8cyl and 6cyl engines with AFM.

There is an adapter available for under $15 that has an on/off switch if you have battery drain issue. Other than that you caould just plug and unplug as desired.

As has been said in similar posts in this forum, the DOD equipment is still there, which is the weak link in the equation. Simply disabling it’s activation doesn’t really do much, except preventing the 4-cylinder drone.

20129C1 is looking at a full delete at some point according to his post. As am I. 20129C1 just wanted a “shut off, disable” for now. My $100 temporary digital suggestion is not as cheap as the one he was hoping for, but maybe cheap enough. I like not having the exhaust drone, no weird switching from 4/8 mode and better downshift deceleration... for now. REALLY looking forward to the full AFM delete and peace of mind for engine longevity.

Just unplug the vacuum sensor on the brake booster. Done. Cost $0. You'll have the CEL on though.
