Make sure the connector on the alternator is in properly and locked in. I had a replacement alternator (on a different vehicle) that all of a sudden gave me the system not charging error. The connector worked itself out and wouldn't lock in. Had to trim a bit of the clip so it would click in.

Unplugged alternator 11.65 volts while not running started the car 11.65 volts plugged back in no change

Looks like you got a bum alternator from the factory. Sucks. No good deed (or idea) goes unpunished!!

Yep, it happens. I had an ACDelco reman that crapped out less than a month in and replaced it with a Chinese made new one that lasted the rest of the life of the truck. Go figure.
