2014 Caprice flickering headlights and dome light???

There are only four RPO code based options configurable in the BCM of a 14-17 Caprice PPV.

You'll also need all of the FOBs that are for that vehicle with you so the service tech can have all of the FOBs programmed into the replacement BCM (if it really needs a new BCM).

As @Sanford suggested, you might want to check the Caprice's grounds and the ground cables.

I was also assume / suggest that if there are still any police upfitter installed devices that might control the lights of the vehicle to make sure they are removed and test the headlights again.

I am going to check the grounds and alt connections again.
I found the headlight flasher box and disconnected it and reconnected the OE wiring back together.

I had the car checked.
Every ground was checked and they are all good minimal drop between them and whatever we checked them to.
Battery is good.
Alt. is good.
And still flickering lights.

More/just discovered symptoms

No Reverse lights - yes NEW bulbs installed today.
No Trunk light, dash knows when trunk is open and power trunk release works - Just not powering the light- yes tested a the bulb and it is good.

NEED HEADLIGHT wiring Diagram
I unplugged the Pass side headlight and checked to see which wire is the one acting up.
I found that the Gray wire ( #6 ) is the one pulsing

Think that is going to be the parking lamps circuit. 309 Gray/Brown on the right side 709 Violet/Gray on the left side.

And just for a clue to the Pulsing. I believe the parking lamps at the taillights (that are on the same curcuit as the fronts) are LED circuit boards. If a voltage reducer of some kind has gone out on those boards might produce a voltage pulsing. Maybe unplug the tails and see if they pulsing goes away??

Do you have LED headlights in there?
Led's in the Glove box or dome?

Wierd your cars voltage stayed constant and high.
Do you have the stock harmonic balance on there? OR an underdrive unit?

The signal lights start flashing at normal rate then soon after they speed up (like an old car when a bulb is out) but all lights are good. I have gotten the warning on the DIC about bad signal lights but all are working fast but working.
The lights flickering starts after a few minutes of the head lights running. NOW the big mystery is WHY they only flicker when the gear selector is in anything but parking?????
This flickering condition also effects the dome and glove box lights

The only thing I see missing in that diagram is the Dome and glove box lights

What is the position of this wire on the BCM ?

The signal lights start flashing at normal rate then soon after they speed up (like an old car when a bulb is out) but all lights are good. I have gotten the warning on the DIC about bad signal lights but all are working fast but working.
The lights flickering starts after a few minutes of the head lights running. NOW the big mystery is WHY they only flicker when the gear selector is in anything but parking?????
