If you were willing to lose the key hole on a 2011-2013, I am confident that the 2015 PPV molding would bolt right up to an older car. Crazy Paul could probably confirm this as I would be willing to bet the part number for the 2015 Caprice PPV molding is the same part number used on any 2007-present Caprice with a rear camera option.

These parts (grille & molding) were supplied by CP, but I don't have the PN's, nor do I recall what model years they were used.
I don't know if WM Caprice (through 2013) ever had a rear camera from the factory. There are plenty of aftermarket options, but I do understand the desire to keep OE configuration whenever possible, but it generally means greater cost, too.
Earlier today I was looking at a 2015 Buick Regal, just as an example--the rear-view camera sits in the license plate pocket, pretty much in the same place Steve placed his key lock cylinder, and it looks like it would be an easy fit in the PPV bumper cover, in the same basic position--I just haven't been to talk to my parts guys yet, but I'll be there on Friday. That leaves the key lock cylinder on the deck lid un-molested, or subject to being covered by the "no hole" moldings that are available.
