They had to call the tech line for approval for the inop dome lights and auto lamps. I requested them to turn on the auto start but I am waiting the hood latch to test it. They promised me they did activate the code. The tech line did want to charge me $50 for each item they turned back on but the dealer convinced them other wise. This all started because the horn did not work and I got lucky on the rest. This is when they also locked my radio up, lol.
Yeah the radio lockup is what leads to me to believe they were snowing you LOL Techline normally cannot EVER do anything like that and its a HUGE liability IE the car wasn't built with the hardware for it. Does the car say "Hood Open" when you start it right now?
They were done with the car when I requested the radio update on the TSB listed on this site. Kind of screwed myself on that one with all of the broken panels they needed to replace. The following TSB 07-08-42-011G: Police Package Vehicles, Daytime Running Lamps (DRL), Automatic Headlights (AHL), Dome and Courtesy Lamps, Trunk Release, Speed Limiter - Programmable Oprions - Obtaining Calibrations. 10/11/13 quotes that only listed agencies can make changes to the programming but there is also a statement at the front of the TSB that if sold, it all should be programmed in or at least that is what the dealer told tech line. I cant remember the exact wording but it worked I guess.

I haven't picked the key fobs up yet from my buddies shop, I was waiting till it all arrived. Hood latch is on back order. Will go tomorrow and get the fobs and try it. Will let you know Chris.

Yeah existing content can be changed, new content IE where hardware has to be added (Remote Start) is excluded. If you've got the car right now does it say "Hood Open" as soon as you start it? Sorry if I'm being a pain or seeming overly eager, if you pulled this off it will be the first time in history I've ever seen it done! :)

9C3 did not get RPO BTV automatically--so being a 9C3 has no bearing on existence of remote start. The wiring harness with the connector for the hood switch was used on all PPV's.

Once you have the correct transmitter, it is possible to "see" the remote start being commanded, via the park lamps flashing, but until BCM gets the correct code uploaded (WAMS offers this service), remote start most likely isn't going to work--it may also be necessary to have the hood switch in the circuit, too, before the lights will even flash....haven't checked on mine.

It does not surprise me that previously programmed BCM's can be used from other vehicles--ie. that the VIN can be changed after initial programming. The BCM used on PPV is quite common, used on many GM vehicles, from what I've learned.

There is no core fee on a BCM purchased new (in other words, it doesn't seem that GM repairs & re-issues them), which is part of what led me to assume what the dealer told me (use only on same vehicle/VIN for life) was the last word.

At a dealer level they consider most BCM's to be one use as the overwhelming majority are with the technology they have at their disposal. I didn't know 9C3 didn't include remote start kind of seemed like a no brainer to me :)

For 2014, I recall reading that remote start is now standard--on nearly everything (auto trans).

It should happen every time you start it but it does go away rather quickly/ get overridden by other messages. The other thing that could be tried is check for remote start under the settings menu. I think it's under security but I could be wrong.
