Sure you can. Just have to connect the wires to the BCM. There's a writeup here somewhere.

If the cut end is still on the parking brake handle, you're golden. Check this post for relevant info:

Except don't weld the bracket like the picture. I just cut a slit with a cutoff tool and slid the cable that's in the car onto it.

Either will work however be cognizant if it's a manual or automatic for the shifter. I used one from a V6.

One thing though is the brake cable. The 9C1 one will not work. All except one still have light bars on them so ???

Another possibility that I just thought of, and which I have seen before, is old patrol cars are used for training. In that case, they are abused like you wouldn't believe.

Without seeing it running, you won't be able to tell if it's a problem with a collapsed DOD lifter or an actual rod knock. And not being able to read codes, which would be wiped out with no battery power, doesn't help. And oh that mileage! Personally, I'd be running away from it. It looks and sounds...

And the 9C3 are even rarer so that increases value. Definitely haggle with them on the total payout and what they would deduct if you were to keep it. As mentioned, you could keep the interior parts for the next one if a 2011-13 or resell them. There's a lot of money in all the parts.
