Pulling fuses and relays won't ever fix anything except a parasitic draw when turned off, which is why you would do that to try and find it. You obviously have an evap issue, Because there are two separate solenoids affected, it could be a fuse or a common circuit. Grab the schematic for those solen...

I can't remember if I ever used the VeePeak and Car Scanner on my 2011 Cap. It's in storage so I can't try it. But I can't see why it wouldn't work. I think it can scan most major modules. Now if you need a dealer level adapter with the ability to use GM's GDS2 for diagnostics and SPS2 to program modules, I just bought and used the TopDon RLink X3 from Amazon for $162CAD on my 2021 Sierra.
